Kathy Mouacheupao (she/her/hers) joined the MRAC team as executive director in June 2018. She has been an MRAC applicant, panelist, and board member and brings all of those perspectives to her role as a staff member.

She is passionate about the intersection of arts, culture and community and has dedicated her personal and professional life to the field. Prior to MRAC, Kathy served as Program Officer for Creative Placemaking with the Twin Cities Local Initiatives Corporation (TC LISC) where she worked with non-arts organizations to strategize around arts and culture for community economic development. In her earlier career, she was the Executive Director for the Center for Hmong Arts and Talent (CHAT) where she learned about the power of the arts in addressing social issues, to tell personal and community narratives, and as a way to explore, develop and express cultural pride.

She was a 2016 Roy Wilkins Fellow and a 2011 Bush Leadership Fellow. Currently, she serves as President for the Forum of Regional Arts Councils of MN, and is a board member with MN Citizens for the Arts, the F.R. Bigelow Foundation, Grantmakers in the Arts , and the Building More Philanthropy with Purpose Giving Circle. She has 3 nieces, 5 nephews and an American Bully named Louie.
